ToER update 2019.1.5

ToER 2019.1.5 update includes:

1. Worker resource collection fixes. Workers would now continue correctly working on resources when loading saved game. Also includes fixes for AI nations. 
2. Diplomacy UI updates. UI dialogs should now have the same font sizes and consistent spacings. So dialog options should not overlap between each other.
3. Decreased frequency of alliance and mercy requests.
4. AI nations should not build their castles if their town is surrounded by enemy and is under attack.
5. Wizard disappearance state is now correctly loading from saved game.
