ToER update 2021.18

ToER 2021.18 update includes:

1. Reworked units powering. Now instead of multiple levels units will have a single power bar.

2. Health and power bars were redesigned to be circular around unit icon.

3. Some rebalancing for various units.

4. Players can now force their units to attack particular target. Units shall not auto-retarget until they defeat that target. Auto-retargetting can be resumed by clicking Stop icon.

5. More performance improvements and bug fixes.
